Surah Al-Qasas (The Stories), Verse 59

وَمَا كَانَ رَبُّكَ مُهْلِكَ الْقُرٰی حَتّٰی یَبْعَثَ فِیْۤ اُمِّهَا رَسُوْلًا یَّتْلُوْا عَلَیْهِمْ اٰیٰتِنَا وَمَا كُنَّا مُهْلِكِی الْقُرٰۤی اِلَّا وَاَهْلُهَا ظٰلِمُوْنَ ۟

Wa maa kaana Rabbuka muhlikal quraa hattaa yab'asa feee ummihaa Rasoolany yatloo 'alaihim aayaatina; wa maa kunnaa muhlikil quraaa illaa wa ahluhaa zaalimoon

“Nor was thy Lord the one to destroy a population until He had sent to its centre a messenger, rehearsing to them Our Signs; nor are We going to destroy a population except when its members practise iniquity.”
