Surah Ya-Sin (Ya-Sin), Verse 8

اِنَّا جَعَلْنَا فِیْۤ اَعْنَاقِهِمْ اَغْلٰلًا فَهِیَ اِلَی الْاَذْقَانِ فَهُمْ مُّقْمَحُوْنَ ۟

Innaa ja'alnaa feee a'naaqihim aghlaalan fahiya ilal azqaani fahum muqmahoon

“We have put yokes round their necks right up to their chins, so that their heads are forced up (and they cannot see).”
