Surah Ash-Shura (The Consultation), Verse 28

وَهُوَ الَّذِیْ یُنَزِّلُ الْغَیْثَ مِنْ بَعْدِ مَا قَنَطُوْا وَیَنْشُرُ رَحْمَتَهٗ وَهُوَ الْوَلِیُّ الْحَمِیْدُ ۟

Wa Huwal lazee yunazzilul ghaisa min ba'di maa qanatoo wa yanshuru rahmatah; wa Huwal Waliyyul Hameed

“He is the One that sends down rain (even) after (men) have given up all hope, and scatters His Mercy (far and wide). And He is the Protector, Worthy of all Praise.”
